Our business planning process

Our business planning process is designed to assess our running costs and present an investment case for us to support the needs of the industry.

During this process, we engage with our customers at every stage for feedback on the investments we believe will deliver the greatest value.

A six-stage process

The process is divided into six stages:

1. Statement of Planning Principles – draft
2. Statement of Planning Principles – final version
3. Business Plan – draft 1
4. Business Plan – draft 2
5. Business Plan – final draft
6. Business Plan – final version

Collaboration and transparency

Our Statement of Planning Principles and Business Plan documents are produced through working collaboratively and transparently with our customers.

This enables us to effectively meet the needs of the industry and deliver a superior customer experience.

Extensive engagement with customers

We engage extensively with customers using individual and constituency meetings, in addition to the DSC Contract and Change Management committees.

Customers’ feedback is then incorporated into the draft versions of the documents, which are then finalised at the end of the engagement process.

Statement of Planning Principles stages

At the beginning of the business planning process we share our planning principles with customers for their input.

The Statement of Planning Principles document outlines the strategic direction and focus for our next business plan.

Business plan stages

Once our Statement of Planning Principles document has been finalised, we produce a draft version of our proposed business plan.

The draft version of the business plan is then shared with customers through a two-way engagement process.

Our business plan goes through three sets of iterations with customers, before the final plan is approved and published.

Business planning for 2027

The publication of our Business Plan 2027 draft Statement of Planning Principles marks the start of our process to engage customers on the strategic direction of Xoserve.

Our extensive engagement process ensures our customers have a say in the investments we believe will deliver the greatest value from April 2027 to March 2028.
