Revised implementation of XRN 5717 - EFT upgrade

To complete this upgrade there will be an outage to the EFT service from 9:15pm on Saturday 19 April until 5:15am on Sunday 20 April.

This outage period may be extended to 9:15am in the event of a roll back to the current live version of EFT being required.
