During 2024 two Modifications were raised to amend the current Code Cut-Off Date – commonly referred to as Line in the Sand (LIS).
Modification 0886V which seeks to amend the Code Cut-Off Date to a rolling period, and Modification 0896 which seeks to reduce the current Code Cut-Off Date (Line in the Sand) from three–four years, to two–three years
 
Both Modifications were discussed and developed in parallel through the Distribution Workgroup and were subject to Authority decision. On 22 August 2025, Ofgem approved both Modifications and ChMC subsequently approved. This means that the current LIS logic will be updated from 1 April 2026 to reflect these Modifications.
 

What is changing from 1 April 2026?

Modification 0886V: The LIS will roll forward monthly instead of annually.
For example, in May 2026, the LIS will be May 2024, and this two-year window will continue to roll forward on a monthly basis
 
Modification 0896: The LIS will change to a two–three year window.
 
The combined impact of the two Modifications is that the LIS will move back two years from the first of the current month, starting from the 1 April 2026 onwards, and will roll each month on the first of that month.
 

Call to action

Consumption Adjustments (RFAs) which impact the LIS period will need to be submitted ahead of the LIS reset date.
 
It has been agreed that for 2026, LIS consumption adjustments will have a 80/20 submission split, with a de minimis threshold of 25 work items per Shipper.

• 80% of LIS activities by 10 February.
• Remaining 20% by 10 March.

Written communication has been issued confirming the anticipated submission timelines for April 2026 LIS activities, and a further communication is scheduled to be issued in January 2026 which will include an activity calendar for the rolling monthly LIS submissions.
